智慧技术提升城市韧性:滨海国家新加坡应对气候变化的经验Smart Technologies for Urban Resilience:The Case of Singapore's Response to Climate Change

摘要(Abstract):
在全球气候变化情况加剧和极端天气频发的背景下,城市将越来越多地遭受洪涝、热岛效应和海平面上升等灾害的冲击。随着大数据、5G、物联网等智慧技术的不断发展,将智慧技术融入韧性城市中,有利于减少气候变化对滨海城市可持续发展造成的影响。本文从应用智慧技术推动韧性城市建设的角度,对新加坡应对气候变化的智慧化韧性建设举措进行系统分析,总结得出新加坡通过统一的智慧化风险评估平台,确定风险类别和适应策略,将数字化空间平台融入水务和社区建设,形成智慧化水务和智慧化社区,实现全岛智慧化连接以促进城市韧性提升,高效有力地减缓和适应气候变化造成的影响,对我国滨海城市应对气候变化的智慧韧性建设提供实践借鉴。
